Mission Statement
The City previously outsourced parking enforcement to a third party who remitted a percentage of revenue back to the City based on the prior year collections. Based on the work of the Mayor's Commission on Parking Policy and Enforcement that completed its work in Spring 2021, the City decided to bring parking operations in-house beginning in Fiscal Year 2022.
The Parking Director is responsible for leading the department, working directly with other members of the Administration - including the Mayor's Office, Police Department, Department of Public Works, the Director of Traffic and Transportation, as well as other stakeholders - to implement and develop a new parking policy structure and operation based heavily on the Commission's findings.

Steps to online registration
- Create an account at this link
- Once your account is created, in the Active Permits section select “Add permit” button on right side – a popup will appear requesting vehicle information.
- Enter vehicle information and select “add to cart” (If a message indicates that the vehicle's plate is already in the system. Please contact the Parking Clerks to clear the old information.)
- Repeat process for your second vehicle
- Residential Parking Permit: Upload a clear copy of the Massachusetts vehicle registration (must have the City of Medford address printed by the Registry of Motor Vehicle (RMV), to apply for a Residential Parking Permit). The street address is required to be printed by the RMV in the Garaged or Owner-Mailing Address. The RMV Registration Replacement, RMV Residential Address form, RMV Renewal Letter, handwritten address changes are not acceptable. For the Proof of Address section: you may choose to upload one of the following: 1) Vehicle Registration; 2) Driver's License; 3) Lease Agreement/Deed or 4) Utility bill (each document must indicate the City of Medford address of the residence). The Residential Parking Permit only allows the vehicle to park on the street of the residence or the variance.
- Business Parking Permit: Upload a clear copy of the vehicle registration. For the Business Proof of Address section: you may choose to upload one of the following: 1) Letter of Employment from the business; 2) Business Card or 3) an official document pertaining to the business (each document must indicate the City of Medford address of the business).
- Residential Commuter Permit: Upload a clear copy of the Massachusetts vehicle registration (must have the City of Medford address printed by the RMV, to apply for a Residential Commuter Permit). For the Proof of Address section: you may choose to upload one of the following: 1) Vehicle Registration; 2) Driver's License; 3) Lease Agreement/Deed or 4) Utility bill (each document must indicate the City of Medford address of the residence). The street address is required to be printed by the RMV in the "Garage Address" (supersedes the other addresses) or Owner-Mailing Address. The RMV Registration Replacement, RMV Residential Address form and handwritten addresses are not accepted.
- On the Buy Permit Screen - Permit Shopping cart details will show the vehicles you have registered with zero $ value – you must select “accept terms” and select the “Buy” button.
- A pop up will appear regarding privacy and terms of reference.
- If you agree - select yes.
- The registration process is complete – you will receive an email confirming account setup. An additional email will be sent when the permit(s) are approved.
Please allow one - two business days for the determination of your permit application. Contact us if you do not receive an approval or rejection within two business days.

- Various streets in the city are designated as Resident Parking Permit (RPP). If you live on a street with this designation you will need to obtain a Resident Parking Permit which will allow you to park on the street. A list of RPP streets can be found here.
- Resident parking permits can be obtained at this link or in-person at City Hall - Room 110 (behind the main staircase).
- If obtaining a permit in-person, please bring a current valid vehicle registration with your Medford address printed by the RMV and one of the following: Massachusetts Driver's License, Deed, Lease Agreement, or Utility Bill.
- Resident Permit Parking fee for people under 65 years of age: $10.00
- Resident Parking Permits are FREE for Seniors ages 65 and older.
- All parking permits and Visitor Parking Permits are valid for a period of one calendar year (January 1 until December 31)

- Visitor parking permits are FREE for seniors 65 years and older regardless of resident parking permit status.
- Visitor parking permits may be obtained by Medford residents to allow visitors parking on permitted residential streets for up to 48 hours.
- Visitor parking permits may also be used by Medford residents for up to 2 weeks while waiting for a new vehicle registration from the RMV.
- NOTE: ONLY TWO VISITOR PASSES CAN BE ISSUED TO A HOUSEHOLD. This is done to to limit fraud and ensure that there are ample parking spaces available on resident permit parking streets.
- Visitor parking permits must be obtained in-person at City Hall - Room 110 (behind the main staircase).
- Please bring a Massachusetts Driver's License, Massachusetts State Identification Card, or Temporary Massachusetts Driver's License with your Medford address printed by the RMV (signed on the back address changes will not be accepted for Visitor Parking Permits) and one of the following: Tax Statement, Lease Agreement, Deed, Utility Bill, or Vehicle Registration (each document must indicate the City of Medford address of the residence).
- Permit rate: 2 free visitor permits are issued per residence with a Resident Parking Permit. 2 visitor parking permits will be issued per residence without a Resident Parking Permit at the cost of $5.00 each.

Handicap Parking Info
A handicap placard allows you to park in any handicap spot in the City regardless if the street is resident permit parking.
It is important to note however that if you are unable to find an empty handicap spot on your desired street and need to park in a general parking spot, you will need a permit if that street is designated as resident permit parking.
Resident Parking Permits are free for people 65 years of age or older. You can obtain a Resident Parking Permit by clicking here, or by visiting the Parking Department office located in Room 110 at Medford City Hall.

Where To Pay A Ticket
There are four options in which to pay a ticket:
- Online at: Ticket Portal
- In person at the Treasury window – in Room 108 at Medford City Hall.
- By check: Payments are to made out directly to the Parking Clerk.
- By Mail: Payments may be sent to the address below within fifteen (15) days of the ticket being issued.
Pay by mail: check or money order – DO NOT MAIL CASH.

Payments received after 15 days run the risk of incurring additional fees. A payment drop box is located inside Medford City Hall near Room 110.
If there is a hold on your registration and/or license renewal with the Registry of Motor Vehicles, known as the RMV, (state operated), the City of Medford’s Parking Department will not be able to assist with releasing the hold at this time.

Parking Enforcement to begin February 28, 2022
MEDFORD – The City of Medford Parking Department has fully transitioned from operations previously undertaken by ParkMedford and will begin formal enforcement and permitting operations this month, Parking Director Faye Morrison and Mayor Breanna Lungo-Koehn announced today. The Department, located on the first floor of City Hall, will begin issuing parking permits begin enforcement activities on February 28.
IMPORTANT THINGS TO KNOW:
* Parking enforcement begins on 2/28.
* From 2/28 – 3/13, “warning” tickets will be issued to allow residents and visitors to adjust to new enforcement measures. (Tickets will still be issued for all public safety violations, such as blocking a fire hydrant, parking in a handicap parking space without a proper permit, etc.)
* Parking Control Specialists will enforce all regulations currently outlined by City ordinance and that ParkMedford had been tasked with enforcing. See the full list & meet our staff at www.medfordma.org/parking.
* All parking operations, information, and materials can be found online starting 2/28 at www.medfordma.org/parking, or at the Parking Department on the first floor of City Hall.

While residents and visitors adjust to the new Parking Department schedule and operations, “warning” violations will be issued over a two-week period, from February 28 through March 13 for all parking violations that do not impede emergency or public safety operations.
All parking permit requests, appeals requests, payment options and other parking-related operations can be conducted online by visiting the City’s website at www.medfordma.org/parking. A new pay by phone app is also being launched, providing a streamlined option for parking in metered locations. City Gives Update On Parking Plan
(MEDFORD)—As of January 6, 2022, the City is now in charge of parking operations and enforcement with the cancellation of its contract with vendor Park Medford. With the City back in control, there will be a brief transitional period while the parking department is building its team and updating equipment.
Since Mayor Breanna Lungo-Koehn ended the Park Medford contract over the summer, the new department has been staffing up with Parking Director Faye Morrison hired in October and seven employees onboarded in January. As the team works to optimize procedures and program kiosks, parking will be free for the public for the next few weeks. The City has added new signage to the payment kiosks throughout its commercial streets alerting the public to this change in enforcement.
The City estimates that kiosks will be fully operational and accepting payments some time in February. Next month, the public will be alerted to the changes in enforcement and told of the timeframe of when people can expect ticketing to start.
For people needing to pay a ticket, cash payments for previously issued parking tickets are being accepted at the Treasury Office window in room 108 at Medford City Hall, as long as people bring the physical ticket.
For those seeking to renew a parking permit and are worried about ticketing, the City is compiling a list of people whose permits have expired and will be mindful with enforcement that these permits are yet to be renewed. Those interested in renewing their permit can contact the parking office at 781-393-2463, leave their information and the City will contact you when permits are available.

It was expected that the transition to an equitable and efficient parking department run by the City would have its challenges, which is why we have repeatedly asked for your patience. These issues however are only temporary, and the City appreciates the public’s patience and understanding as it brings a better parking strategy to the community.

Medford To Hold Public Meeting On Future Parking Plans On Dec. 8
MEDFORD—The City of Medford will be holding a public meeting on Wednesday, December 8 from 6 p.m. to 7:30 p.m. via zoom and in person at the City Hall Council Chambers to discuss the future of parking procedures and operations in the community. Members of the community are encouraged to attend and listen to an overview of the City’s progress so far, ask questions and offer feedback to the team overseeing and implementing the new parking structure for the City. This is the first in a series of public meetings that the City will be holding on new parking operations.
In attendance will be Parking Director Faye Morrison, Director of Traffic and Transportation Todd Blake and representatives from the Medford Police Department. Members of the Mayor’s Committee on Parking Policy and Enforcement will be invited to attend as well.
The purpose of the meeting is to inform the public of the progress of the City’s new parking office, give information on how parking will be operated and enforced going forward and give an overview on what changes residents can expect. Once operations are fully operational, we will have additional meetings to discuss permit parking and the new T stop measures in particular.

The City of Medford is officially launching a plan to bring parking policy and enforcement under the City’s administration, Mayor Breanna Lungo-Koehn announced this week. The City’s existing contract with ParkMedford, a third-party vendor, is set to expire in January 2022. The City has sent notice to ParkMedford that it will not exercise its option to extend that contract by three years, opting instead to transition to a full Parking Department operated fully by the City of Medford.
While full operations will not begin until 2022, the city is currently hiring for a Director of Parking to begin as soon as possible to help guide the public processes and internal implementation for the department. The city plans to bring operations in house as of early 2022, with an incremental increase to staffing and operations in the following months and years as operations expand. As part of the contract with Park Medford, the City will take ownership of all parking-related resources and materials, including parking kiosks, meters, databases and related information when the contract expires.
“The City of Medford has numerous important yet diverse needs when it comes to parking policy and enforcement, but for decades we have not had adequate policies in place to meet those needs. From visitor and employee parking in business districts, to consistent resident permit parking especially in areas bordering Tufts University and transit stations, and everything in between, it is the City’s responsibility to provide fair and equitable parking for our community members, and bringing this work under the City’s full administration is a huge step in the right direction,”
Leading up to this decision, Mayor Lungo-Koehn convened a 12-member commission, the Mayor’s Commission on Parking Policy and Enforcement, to review and analyze existing parking policies and enforcement measures and provide recommendations on potential next steps. The Commission delivered a 60-page report with detailed recommendations based on public decision, data analysis, and existing City parking policies, ultimately providing 21 final recommendations for consideration by the City administration.
