Medford Offering Up to $50,000 in Interest-Free Loans for Housing Rehabilitation for Qualified Homeowners

The City of Medford invites low to moderate-income homeowners who live in owner-occupied homes in Medford to apply for interest-free, deferred payment loans of up to $50,000 through the Housing Rehabilitation Loan Program, announced Mayor Breanna Lungo-Koehn. 

The loans will support projects up to $50,000 to make essential repairs and modifications to homes in Medford. Projects can include lead paint inspection/abatement, repairs to heating/hot water systems, air-conditioning systems, plumbing/electrical, accessibility upgrades, roof repairs, painting, windows, insulation, and more. Program staff will hire a qualified rehabilitation specialist to determine the scope of work and identify qualified contractors through a bidding process. 

The program is funded through the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and is subject to the availability of CDBG funding and all applicable HUD regulations. To ensure equal opportunities for all eligible applicants, a lottery will be conducted.  

Medford homeowners who live in their homes and have household incomes (including income of all household members aged 18 and above) that are at or below the HUD Income Limits are eligible to apply.  

“The housing crisis our region is facing continues to grow, making it difficult for many people to find affordable and safe housing options,” said Mayor Lungo-Koehn. “As part of our work to increase options in Medford, we're proud to launch round two of this program that allows residents to leverage CDBG funding to complete safety and improvement projects on their homes.” 

Interested homeowners should apply for this program by December 1, 2025. 

Applicants can check eligibility criteria before applying through the program guidelines. All applicants are required to complete a Homeowner Application Form which is available:  

  • on the City of Medford’s website as an online form or PDF 
  • at Medford City Hall, Office of Planning, Development and Sustainability, Room 308, 85 George P. Hassett Dr. 
  • at the Medford Senior Center, 101 Riverside Ave. 
  • at the Medford Public Library, 111 High St.
