The Community Preservation Act (CPA) was adopted by a ballot vote approved by Medford voters November 3, 2015. The act directs Medford to establish a Community Preservation Fund (CPF) to be used for open space protection, historic preservation, affordable housing and outdoor recreation purposes. CPA funds are raised through an assessment on local property taxes; in Medford the charge will be 1.5%. Additionally, Medford will receive annual funds from the statewide Community Preservation Trust Fund, subject to state funding.
Part of the process was establishing an ordinance that included the formation of a Community Preservation Committee (CPC). “I am very pleased that the City Council adopted the recommendations of the Ad-hoc Subcommittee on the Implementation of the Community Preservation Act,” said City Councilor Adam Knight. “We worked long and hard on these recommendations and I am excited to see the CPA reach full implementation here in Medford.”
“The CPA will prove to be yet another avenue to help our community preserve open space and historic sites, grow our local economy through the expansion and development of affordable housing opportunities and help us further our efforts in providing state of the art recreational facilities to the residents of our community,” said Knight. “I am excited about the opportunities that lie ahead and look forward to realizing the benefits that the CPA will provide. “
According to the statute, CPC members will be selected according to the ordinance, and will have a term of three years. However, members terms shall be staggered at the onset. Per the ordinance, the Committee will include one member of the Planning Board, one member of the Conservation
Commission, one member of the Historical Preservation Commission, one member of the Parks Commission, one member of the Medford Housing Authority and four members of the public selected by the Mayor, and confirmed by the City Council. No appointees can be employees or elected officials of the City.
“The CPA Committee will assist in advancements throughout our community,” said Mayor Stephanie M. Burke. “This ordinance allows residents and key stakeholders to have a key role in the development of projects throughout our community. I applaud City Councilor Adam Knight, members of his Ad-Hoc committee and the several citizens that participated to ensure that the implementation of this Act is thoughtful and reasoned. The ordinance call for the “appointed” members to be residents who have expertise and/or a demonstrated interest in open space, recreation, historic preservation affordable housing, capital planning or municipal finance.
